Asaduddin Owaisi seeks details on National Highways damaged in natural calamities

New Delhi: AIMIM leader Asaduddin Owaisi on Monday said the Waqf Amendment Bill, in its current form, will lead to social instability as it has been rejected by the Muslim community.

Participating in the debate on the President’s Address, Owaisi said that the Bill has been rejected by the entire Muslim community and its implementation would take this country back to the 1980s and early 1990s.

“I am cautioning and warning this government – if you bring and make a Waqf law in the present form, it will be violation of Article 25, 26 and 14, it will lead to social instability in this country. It has been rejected by the entire Muslim community. No Waqf property will be left, nothing will be left,” Owaisi said.

“You want to make India ‘Viksit Bharat’, we want ‘Viksit Bharat’. You want to take this country back to the ’80s and early ’90s, it will be your responsibility. Because, as a proud Indian Muslim, I will not lose an inch of my Masjid… I will not lose an inch of my Dargah. I will not allow that,” he said.

“We will no more come and give a diplomatic talk over here. This is the House where I have to stand and speak honestly, that my community – we are proud Indians. It is my property, not given by anyone. You cannot snatch it away from me. Waqf is a form of worship for me,” Owaisi said.

Hyderabad schools’ views on fee regulatory bill

Schools in Telangana

Hyderabad: The Telangana Education Commission (TEC) recently submitted a draft bill to regulate fees in private unaided schools in Hyderabad and other districts of the state.

Reacting to it, parents and school managements have expressed mixed views.

Hyderabad schools want balanced approach over fee regulation

Though the managements of educational institutions in the city are not against the draft bill, they demand a balanced approach.

Speaking to Siasat.com, Syed Rafathullah Shah, board member of SV International School, located in Rajendranagar, said that the bill needs to take care of the interests of both the parents as well as the school managements.

On the proposal of RTE implementation in private unaided schools in Hyderabad and other districts, he said that the onus of paying fees should be on parents only, and the government can consider transferring money to parents.

On the condition of anonymity, an authority from another school also expressed similar views on both the capping of school fees and the implementation of RTE.

What is the RTE Act?

The Right of Children to Free and Compulsory Education (RTE) Act, 2009, aims to provide the right to children for free and compulsory education till the completion of elementary education in a neighborhood school.

As per the act, private schools must reserve 25 percent of seats for students from weaker sections.

Now, as the government aims to implement it, schools in Hyderabad are of the opinion that the government can implement it by transferring the amount directly to parents instead of schools. They want to ensure that the onus of paying fees should be on parents.

On the demand of school managements, many parents said that the government should follow the fee reimbursement procedure as followed in professional courses.

Hyderabad police bans protests, public gatherings near Telangana secretariat

Hyderabad: The special session of the Telangana Legislature was adjourned within a minute after its commencement on Tuesday, February 4, as the State Cabinet meeting to discuss the reports of Socio-Economic, Education, Employment, Political and Caste Survey and one-man Judicial Commission on sub-classification of Scheduled Castes was still in progress.

Both Assembly and Council were adjourned by presiding officers till 2 pm after the government made a request.

The Cabinet meeting chaired by chief minister A Revanth Reddy began at 10 a.m. and it was discussing the two reports received by the Cabinet Sub-Committees concerned when the special session commenced at 11 am.

As soon as the Assembly met, Legislative Affairs Minister D Sridhar Babu informed Speaker Gaddam Prasad Kumar that the Cabinet meeting was still on and requested him to adjourn the House. In the Legislative Council, Endowments Minister Konda Surekha made a similar request. Both reports will be tabled in both Houses of the Legislature during the day. The Cabinet also discussed the issue of providing 42 percent reservation to backward classes in the elections that would ensue in local bodies.

The main opposition Bharat Rashtra Samithi (BRS) criticised the Congress government over adjournment. BRS leaders alleged that Congress has no respect for the Assembly. They said adjournment of the House within a minute was unprecedented. The Opposition said the government should have held the Cabinet meeting much before the commencement of the session.

CM Revanth Reddy is likely to make a statement on caste survey and SC sub-categorisation reports in the Assembly while deputy CM Mallu Bhatti Vikramarka is likely to make a similar statement in Council.

The Telangana caste survey report was received by the Cabinet Sub-Committee headed by Irrigation and Civil Supplies Minister N Uttam Kumar Reddy. The One-Member Judicial Commission headed by retired High Court judge Justice Shameem Akhtar submitted its report on the sub-classification of SCs to the Cabinet Sub-Committee. The Commission is understood to have recommended creation of four sub-categories for equitable resource distribution among SC communities.

The Sub-Committee was constituted on September 12, 2024, with Uttam Kumar Reddy as its chairman and health minister Damodar Raja Narasimha as co-chairman to implement the Supreme Court order on the sub-classification of SCs.

The caste survey report revealed that the Backward Classes (BCs) account for 56.33 percent of the state’s population, of whom 10.08 percent are BC Muslims.

After the debate on the caste survey report, the Assembly is also expected to pass a resolution urging the Union government to amend the Constitution to exceed the 50 per cent reservation cap set by the Supreme Court.

According to the report of Socio-Economic, Education, Employment, Political and Caste Survey, 17.43 percent of the population are Scheduled Castes (SCs), 10.45 percent Scheduled Tribes (STs) and 12.56 percent Muslims, of which 2.48 percent are Other Caste (OC) Muslims.

The OCs make up 13.31 percent of the total population. The comprehensive door-to-door household survey covered 3,54,77,554 people and 1,12,15,134 families. Of the total population covered, 50.51 percent were male and 49.45 percent female.

Notices issued to BRS MLAs who defected to Congress

Telangana polls: BRS, Congress mock each other on social media

Hyderabad: Telangana Assembly Secretary on Tuesday issued notices to 10 MLAs of Bharat Rashtra Samithi (BRS) who defected to the ruling Congress party last year.

The notices have been issued on the petitions of the BRS, seeking disqualification of the defectors. The MLAs have sought time to respond to the notices sent by the Assembly Secretary.

The development comes two days after the Supreme Court asked the Telangana Assembly to define a “reasonable period” for a decision on disqualification pleas.

A bench of Justices B. R. Gavai and Justice Vinod Chandran instructed Senior Advocate Mukul Rohatgi (representing the Secretary of the Telangana Legislative Assembly) to consult the Speaker and provide their views on what would be a reasonable timeframe.

The Supreme Court adjourned to February 10 hearing on the petition filed by BRS MLA P. Kaushik Reddy seeking the disqualification of three MLAs Venkata Rao Tellam, Kadiyam Srihari, and Danam Nagender.

BRS working president K.T. Rama Rao also filed a petition in the Supreme Court, questioning the delay on the part of the Assembly Speaker in deciding on disqualification of seven other defected MLAs.

The Supreme Court has clubbed both the petitions and listed them for hearing on February 10.

The observations made by the Supreme Court during the recent hearing have cheered the BRS camp. K. T. Rama Rao on Monday asked party workers to be prepared to fight by-elections.

“It is impossible for Congress party to shield the defectors anymore as the Law laid down by the Constitution and prior judgments of Supreme Court are explicitly clear,” said KTR.

A division bench of the Telangana High Court on November 22, 2024, had asked the Speaker to take a call on the disqualification within a “reasonable time”.

It set aside an earlier order by a single judge directing the office of the Speaker to announce a schedule within four weeks for deciding the applications for disqualification of defected MLAs.

It suggested that the Speaker decide on disqualification applications as per the 10th Schedule of the Constitution of India within a ‘reasonable time’. The bench had observed that the Speaker should decide as per the Anti-Defection Act while keeping in mind the five-year term of the Assembly.

In September, the High Court passed an order directing the office of the Speaker to pronounce a schedule for the hearing of the petitions seeking disqualification of the MLAs and furnish a copy of the schedule to the Registry of the High Court.

The Legislative Secretary had challenged the order and filed appeal petitions.

BRS MLA P. Kaushik Reddy filed a petition in the Supreme Court, challenging the order of the High Court division bench.

Ten BRS MLAs have switched loyalties to the Congress party during the last year. They included former Deputy Chief Minister Kadiyam Srihari and former Assembly Speaker P. Srinivasa Reddy.

Hyderabad residents urge reinstatement of garbage disposal bins

Hyderabad residents urge reinstatement of garbage disposal bins

Hyderabad: While some areas of the city are celebrating the reinstatement of bins for garbage by the Greater Hyderabad Municipal Corporation (GHMC) in their locality, residents in several areas are unhappy over the failure of authorities over the proper collection and disposal of garbage.

In the southwestern areas of the city, garbage mounds lie on corners of the roads creating an ‘illegal garbage dumping spot’, more of an eyesore for the locality. At the Aghapur Charkhandil junction, people regularly dump garbage on the roadside near an open land. The Hyderabad locality previously had garbage disposal bins that were later removed by the GHMC. The removal of the garbage bins was acknowledged by the authorities who earlier argued that the door-to-door garbage collection was introduced.

“The door-to-door collection of garbage is not 100 percent complacent. People throw garbage whenever the garbage collectors are late or fail to visit for the day. Placing garbage bins on the road will be more advantageous for the people,” said a resident, Moizeuddin.

In the Mangalhat area near the excise and prohibition station, the garbage is scattered on the road. “The situation is the same day and night. The local corporator is not bothered nor the officials. When there were bins across Hyderabad, garbage disposal was at least halfway in the bin but after removing it the situation turned horrible,” said another resident Vinod Singh.

In Hyderabad’s Natarajnagar, Tappachabutra, due to a lack of garbage disposal bins, household garbage is thrown on the road. “Half the road space is reduced into a garbage yard. Imagine the unhygienic conditions and health hazards they pose to the local people,” complained a trader Nooruddin

The people want the GHMC to immediately reintroduce the garbage disposal bins in Hyderabad localities where there is no 100 percent door-to-door garbage collection.
