TS Budget: CM presents Rs 1,46,492.30 crore Budget

Hyderabad: Chief Minister K Chandrashekhar Rao today declared that in spite of the nation-wide economic slowdown and its direct and indirect impact on the State’s financial position, his government would continue all its welfare and development programs.


Expressing concern over financial slowdown with bad impact on all sectors in the country, Chief Minister K Chandrashekhar Rao today presented full budget of Rs 1,46,492.30 crore for 2019-20 financial year.        

The Chief Minister informed the House that the budget includes Rs 1,11,055 crore revenue expenditure,  Rs 17,274.67 crore capital expenditure, Rs 2,044.08 crore surplus and financial deficit of Rs 24,081.74 crore in the budget proposals. 


Presenting the budget proposals in the Assembly on the first day of the budget session on Monday, KCR said despite economic slowdown his government offers priority for welfare, agriculture, irrigation, and other key sectors. He reasoned that despite the Centre failing to provide additional funds to the new State and slump, the State government came up with budget proposals to boost welfare, all key sectors, and uplift of poor and deprived sections in the State. “Recession is affecting all sectors in the country. While many States were heading towards recession, Telangana’s growth rate is remarkable,” he said hoped that the situation would soon improve.
           

KCR assured corruption-less and transparent governance with speedy delivery at people’s doorsteps. He also promised to uplift farmers, poor and weaker sections with a proper plan of action. He declared that the Rythu Bandhu and Rythu  Bheema schemes will continue and offered to earmark Rs 339 crore to gram panchayats for development every year. He also said the government would pay Rs 1,137 crore towards insurance premiums for farmers. Claiming that Telangana is second to none in the country in welfare, he said he would give Rs 6,000 crore for crop loan waiver and also Rs 12,000 crore for Rythu Bandhu schemes. 
           

The Chief Minister said his government doubled the wealth in five years from 4.2 percent to 10.5 percent growth, while the Centre’s came down to 5 percent from 7 percent and rupee fell down at Rs 72.46 at the international market. He said 57-year-old people would also get old-age pension and earmarked Rs 9,042 crore for Asara pensions. To fill up 95 percent jobs to local people in the new zonal system, we0 have cleansed up the old acts and got new ones for growth, he added.


The budget session commenced at 11.30 am with Speaker Pocharam Srinivas Reddy offering floral tributes to poet Kaloji Narayana Rao’s portrait at the Assembly Lounge. Finance Minister T Harish Rao presented the Budget in the State Legislative Council.

Meeting held for smooth conduct of Ganesh Immersion in Hyderabad

Hyderabad: To ensure maintenance of law and order in Hyderabad for Vinayka Chaturthi celebrations, a coordination meeting held with  Hyderabad City Police, Bhagyanagar Ganesh Utsav Samithi on Monday at Bahethi Bhavan, Siddiamber Bazar.

Hyderabad City Police Commissioner Anjani Kumar directed all DSPs to keep round-the-clock surveillance on Ganesh immersion. He informed representatives of the Bhagyanagar Ganesh Utsav Samithi to coordinate with organisers for following police Guidelines.

Hyderabad City Police commissioner Anjani Kumar, Mahesh Bagawath Rachakondaand police commissioner, Sajjanar Cyberabad police commissioner, Anil Kumar Hyderabad Additional Commissioner traffic and RTA joint commissioner, Raghav reddy BGUS president, Dr. Bagwanth Rao General Secretary BGUS, Rama Raju VP. BGUS, Shashidhar secretary BGUS were present during the meeting and discussed about all arrangements.

         Address the meeting Sajjanar cyberabad police commissioner told that nearly 50,000 police are deployed for bandobast in GHMC and requested not to get influenced by any rumours.

He also told that the police is ready to tackle any odd situtations if situation arises.

Continuing the meeting RTA joint commissioner told that they arranged 12 transport centres in various parts of Hyderabad for lorries and DCM vehicles. Four places are centered at Patancheru, Medchal, Autonagar L.B.nagar, for tusker, 10 RTA officers, 10Deputy commissioner and 2 Joint commissioner are available to help the devotees in getting Ganesh transport vehicles.

Mahesh Bagawath Rachakondaand police commissioner told that the coordination meeting binds together the police and Ganesh devotees to make the procession a huge success. It’s not the first time such meetings with Baghyanagar Ganesh utsav samithi are held this year, we had many meetings with Office bearers of BGUS earlier in Ghmc commissioner office, Hyderabadcollector office and had taken all the remidial measures suggested by BGUS to organise Ganesh procession peacefully.

He also mentioned that the police department is been updated with new technologies and Saroornagar lake is now feciliated with CCTV cameras, out post, NDRF teams to make procession safe and peaceful. He also requested BGUS to support police by allocating volunteers for procession.

       Dr. Bagwanth Rao told that RSS chief will honour Ganesh procession on September 12 at M.J. Market Circle between 3:30 pm to 4:00 pm along with Swamy Pragnananda.

RSS Chief Mohan Bagawath speech will be covered by LED screens at various places of procession. He also mentioned that the police department is changing the existing routes of procession in few areas and requested not to change any procession routes.

He told that BGUS don’t support DJ’s but told police department not to harrass the devotees using sound boxes and amplifiers. He also requested the devotees to do the Immerssion of Ganesh idol in anantha cheturdashi and complete the Immerssion before pirtu paksham.

He further stated that GHMC commissioner could not come to meeting as he is held in a meeting with minister.He also told that GHMC is not working up to mark as path holes on the roads are cleared and  street lights and not working in the main procession route yet  and there are no adequate Transformers kept at required junctions.

Addressing the gathering Hyderabad police commissioner Anjani Kumar honouring the coordination meeting mentioned that Hyderabad is a world famous placeand many multinatinal companies are coming to invest ,which brings urban development and employment. Adding to development he mentioned that we should protect our culture like Ganesh festival through public involvement.

He also told that this procession can be successful only by people of Hyderabad involving is helping the police by moral policing.

He told that every person if involved in moral policing there would be no crime in city and festivals like Ganesh immserssion will be a grand success with peace and safety.

Adding to procession safety he mentioned that 50,000 policemen are involved in making the Ganesh procession a grand success and the department is given all the required funds asked by police department.

All the funds allocated will be used for arrangements and securtiy of devotees. He also told that a total of 29,90,000 CCTV cameras are installed in Hyderabad which makes the police adminsutrstration easy and also requested not to get infulenced by romours.

He also wished the devotees to have a happy and safe Ganesh Immerssion and dial 100 in emergency.

New Governor confident of learning Telugu in 15 days

Hyderabad: Governor Dr Tamilisai Soundararajan on Monday exuded confidence that she will pick up speaking Telugu in a fortnight and expressed her desire to speak with people in their own tongue.

The Governor, who took charge on Sunday, went around various wings of the Raj Bhavan on Monday and interacted with officers and staff members. In the wake of her appointment as Governor of Telangana, she said that she acquainted herself with the socio-economic issues of the State.

Being a physician, the Governor wanted staff mem- bers to be fit and explained to them that she does yoga every day and undertake extensive walking. She expects the Raj Bhavan employees too to follow and maintain good health.

She is cordial in her relations with Raj Bhavan employees and at the same time she expects them to be perfect in discharging of their duties.

She went round the Raj Bhavan library and appreciated the books collection. She claims to have a collection of over 5,000 books in her personal library.

Bad roads no excuse for avoiding traffic penalty says KTR

Hyderabad: Bad state of Hyderabad roads cannot be the excuse for not levying heavy penalties on traffic rule violators, newly-inducted MA&UD Minister KT Rama Rao said on Monday at GHMC office.

Spelling out his position on the amended Motor Vehicles Act, KTR said there is nothing wrong in imposing fine on any
offender when it comes to traffic rules.

“For our country to develop, there is need for discipline among our people. It has to start somewhere. Why should people ride vehicles on the footpath? The discussion about whether the road is good or bad, if set aside– what is the problem in stopping at the zebra crossing signal? Shouldn’t people and pedestrians get to cross the road? If people are fined for lack of common sense, it is 100 percent not wrong.”

The MA&UD Minister was reacting to a question on how the government could increase challan penalty amounts while
citizens were asking what about the bad condition of roads. To this, he said that it
would be wrong if anybody finds fault in imposing heavy penalities, adding, however, that increased fines on challans are not being collected in the state at the moment.

Speaking about the deplorable condition of
roads, he said, “City Road sare affected by rains. We are thinking of permanent solutions like taking up 1,000 km road length as part of annual maintenance. We
will discuss this with the engineering department and look for a permanent solution.”

About his new role in the government, KTR said, “We welcome positive criticism where roads are indeed battered, but please tell us what needs to be done and give inputs on how to do things better.

The MAUD is thankless job. You don’t appreciate us when sanitation is good, but when it is bad you scold us first. Municipal administration is day-to-day job and cannot afford lapses or lacunae.

“There are lot of issues and a lot of things that need to be sorted. I know the job, I have done it before. With my past experience as Municipal Minister, I hopefully will come out with some solution. Once in a while, please pat our GHMC officials and give booster dose,” he said exuding optimism.

Everything is not OK in TRS: Narsimha Reddy, Rajaiah revolt

Hyderabad: The differences in TRS are being exposed gradually. Recently, Health Minister, Mr. E. Rajender and MLA, Mr. R. Bal Kishan had made statements which created turmoil in the political circles.

In the recent expansion of TS Cabinet, former Home Minister and Senior TRS leader, Mr. N. Narasimha Reddy did not get ministerial berth.

Talking to newsmen, in the lobby of Assembly yesterday, Mr. Narasimha Reddy told that Mr. KCR had promised him to offer ministerial berth but he deviated from his promise. He also told that he was interested in getting Assembly ticket but Mr. KCR prevented him from contesting elections and said that he will be included in the ministry.

Mr. KCR had also promised to nominate Mr. Narsimha Reddy’s son-in-law to TS Legislative Council but he forgot this promise also. Now, Mr. KCR is offering Mr. Narasimha Reddy to accept the chairmanship of TSRTC which is not acceptable to Mr. Reddy. He told that there is no benefit in this position. He also told that KCR is the head of TRS family and we are all owners of this house. The tenants stay in the house for a fixed period and vacate it after some time but permanent members and owners of the house don’t do this.

Meanwhile, former Dy. CM of TS, Dr. Rajaiah also expressed his displeasure for not including any member of Madiga Community in ministry.

According to him, Madigas constitute 11-12% in the total population of Telangana but this community is not represented in the ministry. He also mentioned that in Telangana, Madigas are in large numbers whereas in AP, a sizable population of Malas exists. No one raised any voice for the inclusion of a member from Madiga community in the ministry. If any voice is raised, it is labeled as political.

On the very first day of the Assembly session, the displeasure of senior TRS leaders like Mr. Narasimha Reddy and Rajaiah indicates that everything is not OK in TRS. It is reported that KCR has entrusted the responsibility of pacifying such leaders to some ministers.

Hyderabad: Minister of MA&UD KT Rama
Rao, on his first day in office on Monday, directed all GHMC officials to be on the field for the sake of sanitation of Hyderabad.

Mayor, Commissioner, Zonal Commissioners and Deputy Commissioners will be on the field from morning 5 am to
ensure good sanitation in the city. Daily, three awareness camps will be held in colleges or schools, slums and apart-
ments.”

He said even corporators will help out in the sanitation exercise.

Minister KTR held a six-hour-long review meeting at the GHMC, after which he said, “It is a fact that dengue incidence is slowly reducing and in 15 days it is likely to reduce completely. Municipal and Panchayati departments will put in full efforts for the purpose.”

Refering to Delhi’s campaign against dengue ‘#10Hafte10Baje10Minute’ about inspecting and cleaning up houses of standing water, KTR said that a similar campaign will be launched on Tuesday.

The GHMC will remove 1,000 tonnes of garbage from vulnerable points in city with-in 15 days. A 12-month GHMC
season calendar will be designed, and the campaign will be taken up on a war-footing
against diseases.

For seasonal diseases, large scale campaigns will be taken up in the April-June period. He said that sources of dengue lie in homes where there is stagnant water, and not at public places, and called upon people to own up the issues.

He said that the number of entomologists in the GHMC will be increased to 15 from the current strength.

Commending ‘BastiDawakhanas’ for their health related work, KTR said, “We have 106 Basti Dawakhanas, including urban health centres. The idea is to have two Basti Dawakhanas per division, which means there will be about 300 in all. We will put forth a proposal in the Cabinet and move forward based on the approval.”

He asked the Opposition to avoid spreading false information about disease spread and emphasised that there are several cases of viral fevers in the city, but not all of them are dengue.

Hyderabad: Advocate arrested for cheating client

Hyderabad:  The City Police arrested an advocate for cheating a techie in a drunk driving case.

According to reports, Repalli Venkata Pavan Kumar on 16 August was caught for a drunk driving offense, the Hindu reports.

To avoid imprisonment, the techie soon rushed to Advocate J. Bhanu for help in getting bail.

“To avoid imprisonment, Mr Kumar met advocate J. Bhanu Prasad, who demanded ₹70,000 and his smartwatch to help him get bail and release his seized car,” said KPHB Colony police inspector S. Laxmi Narayana.

Despite paying the amount, Mr Kumar was sent to jail for three days on August 28.

On realizing the advocate had cheated him, Mr Kumar approached the police and lodged a complaint against the advocate.

The advocate was arrested on Sunday and later produced in the court.

General vehicle checking conducted

Elite anti-terror outfit organisation of Telangana – Organisation for Counter Terrorist Operations (OCTOPUS) along with Pahadi Sahreef police conducted a general vehicle checking on Nehru Outer ring road on Monday which lasted for 2 hours.

Lineman arrested

The ACB sleuths arrested an electricity lineman of Shahpur section in Shamshabad for allegedly accepting a bribe of ₹28,000 from the complainant.

“The accused, Kasi Ramulu, demanded bribe from Gaini Thirupathi Reddy of Ootpally village for shifting the electric meter inside the latter’s new house and give permanent connection from the pole,” an official release said.

Hyderabad: Man allegedly pronounces Triple Talaq on WhatsApp

Hyderabad: A 30-year-old man allegedly pronounced Triple Talaq on WhatsApp call. On Saturday, woman approached Banjara Hills Police Station.

According to the report published in New Indian Express, although, the man gave Triple Talaq in the month of November 2018, woman lodged a complaint on Saturday.

The woman, Sumaya Bhanu had got married to Shareef in 2017.

It is reported that the man is a principal of a private school.

It may be noted that in Telangana State, it is the first case of Triple Talaq after Parliament passed the law against the practice.

Jeddah: The bond of father and children share is timeless. It’s a beautiful journey marked with tears, emotional, tragedy, sacrifices, joy, smiles, memorable moments. Many of young NRIs living in Gulf countries eager to call their parents to this part of the world to share some joy.

Of late, many of young NRIs of Telangana bringing their parents on visiting visa and since liberal issuance of visiting visas by Saudi Arabia every day hundreds of parents flocking to oil-rich Kingdom.

But not all parents especially ageing can sail through in harsh desert environment in the gulf as some of them after arriving here facing pressing health concerns. In such cases joyful trips turning into sheer disastrous and leaving souring memories.

Visit visa expiry violation

In one such case, a Hyderabadi NRI in Saudi Arabia not only lost the job but also expelled from the country for visit visa expiry violation, his aging father was imposed a hefty penalty for overstaying.

Abdul Kaleem of Santoshnagar in Hyderabad was working in Riyadh and living with his family. He has brought his father on visit visa to Saudi Arabia to spend a couple of months with him, however, he had developed some critical health issues and was not able to return home.

Kaleem had contacted some middlemen for extension of visit visa and paid the money while continuing treatment for his ailing father. However, the visa was not extended and expired, his father become illegal in the Kingdom.

Saudi Passport authorities took action

Lately, Saudi Passport authorities notified Abdul Kaleem as a violator, asked his sponsor to initiate legal action against him for a visa violation. Subsequently, Abdul Kaleem was sacked from the job.

On one hand, increasing treatment cost for father and hefty penalty amount visa expiration, on the other without job and salary NRI was in quandary. The family had coped up with trauma after a series of sudden and saddened developments followed by visa expiry.

Lastly, with the help of some Hyderabadis and relatives, he and his family along with their father returned to Hyderabad.

Abdul Kaleem cannot enter Saudi Arabia again

Abdul Kaleem as violator not allowed to enter again in Saudi Arabia during his lifetime.

Its noteworthy to mention that recently an electrical engineer from Andhra Pradesh had hired charted aircraft to return his visiting father in law to avoid visit visa expiration.

Google to help avoid Ganesh immersion processions in Hyderabad

A “Route Map” indicating the Main Procession and Tributary Procession, Exit Routes, Holding area and Parking Places are enclosed. The traffic restrictions in Hyderabad , main routes etc will be shown live on Google Map and it will be updated on real time basis also. Citizens can see the Google map for latest traffic condition.

Hyderabad: In order to relieve congestion, to maintain smooth flow of traffic and to ensure public safety and order in connection with the Ganesh Immersion Procession on September 12, the following Traffic Regulations will be implemented by Hyderabad Traffic Police:

I) Procession Routes: The Main Procession starts from Keshavagiri and passes through Aliabad – Nagulchinta – Charminar – Madina – Afzalgunj – M.J.Market – Abids – Basheerbagh – Liberty – Ambedkar Statue towards upper Tank bund or NTR Marg.

The Procession from Secunderabad area passes through RP Road – MG Road – Karbala Maidan – Kawadiguda – Musheerabad X Road – RTC X Road – Narayanaguda X Road – Himayathnagar ‘Y’ Junction and joins the main Procession at Liberty. Idols coming from Chilkalguda X roads Joins Musheerabad ‘X’ Roads via Gandhi Hospital.

The Procession from EAST Zone passes from Uppal – Ramanthapur – 6 No. Junction Amberpet – Shivam Road – NCC at OU – Durga Bai Deshmukh Hospital – Hindi Mahavidyalaya X Roads – Fever Hospital – Barkathpura X roads – Narayanaguda X Road and joins the procession coming from RTC X Roads.

Also Idols from Dilsukhnagar joins the procession coming from IS Sadan – Saidabad – Chanchalguda at Nalgonda X roads and some Big Idols proceeds towards Amberpet via Moosarambagh. Idols coming from Tarnaka side proceed through Osmania University Distance Education Road, Adikmet and joins procession at Fever Hospital via Vidyanagar.

Traffic going towards lalapet from Tarnaka will not be allowed on Flyover and they may take alternative routes.

The processions from Tolichowki, Rethibowli and Mehdipatnam side passes through Masab Tank, Ayodhya Junction – Nirankari Bhavan – Old PS Saifabad – Iqbal Minar to NTR Marg. Also the idols coming from Erragadda passes through SR Nagar – Ameerpet – Panjagutta – VV Statue and joins procession coming from Mehdipatnam at Nirankari Bhavan and proceeds to NT Marg.

Idols coming from Tappachabutra and Asifnagar side passes through – Sitarambagh – Boiguda Kaman – Voulga Hotel – Goshamahal Baradari – Alaska and join the main procession at MJ Market and proceeds towards Abids – Basheerbagh – Liberty – Ambedkar Statue – Upper Tank bund or NTR Marg.

No traffic other than the idols’ procession will be allowed to move on the above Main Procession route between 0900 hrs on the 12-09-2019 to 0800 hours on 13-09-2019. The traffic restrictions will be extended if the situation so demands.

II) TRAFFIC DIVERSION POINTS: Movements of vehicles other than those carrying Ganesh Idols will be restricted and diverted at many points along the main procession route and at other points adjoining the routes of other tributary processions. Facility to cross from the West to East or vice versa is given at the Basheerbagh Junction only. Commuters are advised to use the Ring Road and Begumpet area to avoid diversions. All the side roads leading to the Main Procession route will be barricaded.

The main traffic diversion points are: HYDERABAD SOUTH : Keshavagiri, Mahaboobnagar X Roads, Engine Bowli, Nagul Chintha, Himmathpura, Hari Bowli, Asra Hopsital, Mogulpura, Lakkad Kote, Madina X Road, MJ Bridge, Dar Ul Shifa X Roads, City College.HYDERABAD EAST : Chanchalguda Jail X Roads, Moosarambagh, Chaderghat Bridge, Shivaji Bridge, Afzalgunj, Puthilibowli X Roads, Troop Bazar, Jambagh X Roads, Andhra Bank Koti.

HYDERABAD WEST: Tope Khana Mosque, Alaska Hotel Junction, Osman gunj Sanker Bagh and Seena Hotel, Ajantha Gate near Exhibition Grounds, Abkari Lane, Taj Island, Barthan Bazar, AR Petrol Pump at KLK Building.

HYDERABAD CENTRAL: Chapel Road Entry, Gadwal Centre at GPO, Shalimar Theatre, Gun foundry, Skyline road entry, Bharath Scouts & Guides Junction in Domalguda, Kalanjali at Control Room, Liberty Junction, MCH Office Y junction, BRK Bhavan junction near Telugu Thalli Junction, Iqbal Minar, Ravindra Bharathi, Dwaraka Hotel Junction, Khairatabad Junction (Visweswaraiah Statue), Children’s Park, Mariott Hotel junction, Kawadiguda Junction, Musheeerabad X road, RTC X road, Katta Maisamma Temple at Lower Tank Bund, Indira Park Junction.

HYDERABAD NORTH (Secunderabad ): Traffic will not be allowed to enter the Necklace Road and Upper Tank Bund from Karbala Maidan, Buddha Bhavan, Sailing Club and Nallagutta Junction. The traffic will be diverted at the following points from 0600 hrs on 12-09-2019 to 13-09-2019 till completion of immersion at CTO, YMCA, Paradise X Roads, Patny X Roads, Bata X Roads, Adavaiah X Roads, Ghans Mandi X Roads.

III. PARKING PLACES AROUND THE IMMERSION POINTS FOR ONLOOKERS: The public coming to witness the Ganesh Immersion in Hussain Sagar Lake have to park their vehicles in the following notified places. Therefore, people are requested to park their vehicles in the places mentioned below and proceed by foot to the places of immersion:

  • Institute of Engineers at Khairatabad Jn.
  • MMTS Station Khairatabad.
  • Anand Nagar Colony to RR Dist. ZP Office.
  • Back side of Buddha Bhavan
  • Goseva Sadan
  • Katta Maisamma Temple
  • NTR Stadium
  • Lower Tank Bund
  • Nizam College
  • Public Gardens

IV) LORRIES MOVEMENT: A) EXIT ROUTE FOR EMPTY TRUCKS / LORRIES AFTER IMMERSION: i) After immersion on the NTR Marg, the empty trucks / lorries should proceed to their destination via Necklace Rotary – Khairtabad flyover – V.V.Statue – KCP and onwards. They will not be allowed to return towards Telugu Talli statue or Mint Compound road. ii) After immersion on the Upper Tank Bund, the empty trucks/lorries should proceed towards Children’s Park – DBR Mills – Kawadiguda – Musheerabad or towards Indira Park – Ashok Nagar – Vidya Nagar. No lorry shall go towards the Bible House Rail over Bridge.

B) RESTRICTIONS ON INTER STATE / DISTRICT LORRIES: Inter State and Inter District Lorries are not allowed to enter the Hyderabad City on the intervening night of 12/13-09-2019. Their movement will be terminated on the outskirts of the city during the Final day of Ganesh Immersion process.

V) RTC BUSES MOVEMENT: 1) RTC city service buses: The regulations mentioned in the Para (II) i.e. Traffic Diversion Points will apply to the RTC City Region buses. When the procession reaches its peak, the RTC Buses will not be allowed beyond the following junctions:

  1. Masab Tank (Mehdipatnam buses)
  2. V.V.Statue (Kukatpally buses)
  3. CTO, Plaza, SBH, Clock Tower, Chilkalguda x road (Secunderabad buses)
  4. Ramanthapur T.V.Station ( Uppal Buses)
  5. Gaddiannaram, Chaderghat (Dilsuknagar buses)
  6. Danamma Huts (Rajendra Nagar)
  7. I.S.Sadan (Ibrahimpatnam & Midhani buses)
  8. YMCA Narayanaguda (Inter City Special Buses)
  9. Tarnaka (No RTC Bus will be allowed beyond Tarnaka Junction towards Jamia Osmania Flyover)Inter State / District Buses to reach the MGBS at Imlibun.
  • a) Coming from Rajeev Rahadari and NH-7 should go via JBS –YMCA -Sangeet X road- Tarnaka – Jamia Osmania flyover – Nimboliadda – Chaderghat.
  • b) Coming from Bangalore should go via Aramgarh x road – Chandrayangutta X Road – I.S.Sadan – Nalgonda X Road – Chaderghat.
  • c) Coming from Mumbai/NH 9 should go via Godrej ‘Y’ Junction – Narsapur X Roads – Bowenpally – JBS – YMCA – Sangeeth – Tarnaka, Jamia Osmania fly over – Adikmet – Nimboliadda.

The movements of the above Inter State/District buses will not be permitted from 0600 hours on 12-09-2019 to 1000 hours on 13-09-2019.

The TSRTC authorities will provide alternative routes convenient to them keeping in view the restriction imposed on the movement of vehicular traffic on the roads notified above.

VI. PRIVATE BUSES: Private Buses should operate from their locations outside the City and they should not enter the city from 0800 hrs on 12-09-2019 to 1000 hrs on 13-09-2019.

VII. All people coming from Airport or going to Airport should avoid using Necklace Road, NTR Marg, Tank Bund Road and Main procession route as shown in Map. Similarly people going or coming from Railway station / Bus stand should also avoid these roads.

Slowdown hits Telangana, Budget slashed by 20%

Economic slowdown and the resultant slump in revenue has hit Telangana as the state on Monday slashed its Budget for 2019-20 by nearly 20 per cent.

Chief Minister K. Chandrashekar Rao presented a ₹1,46,492 crore Budget, down from ₹1,82,017 crore in the Vote-on-Account presented in February.
In his Budget speech in state Legislative Assembly, Rao said that the slowdown has impacted all sectors.

The Budget comprises revenue expenditure of ₹1,11,055 crore and capital expenditure of ₹17,274 crore.

The state has projected fiscal deficit at ₹24,081 crore and estimated revenue surplus at ₹2,044 crore.

KCR, as the Chief Minister is popularly known, said the state had to revise the Budget estimates, taking in view the impact of slowdown over last few months.

“I regret that I am presenting the State Budget for 2019-20 in the House when both the Centre and State are going through a severe financial crisis. We have to tread carefully and cautiously during such a testing time,” he said.

“There is a steep fall in the gross domestic product (GDP). All the major sectors are experiencing downward trend. Revenues have fallen. The country’s economic situation has a bearing on the state too. The government has decided to formulate the budget based on the change in the scenario and the ground realities,” the Chief Minister said.

KCR told the House that the severe economic slowdown is leading to serious repercussions in the country as is being witnessed daily.

“The economic slowdown has adversely impacted all the sectors. There is a negative growth in many key sectors, which mirror the prevailing economic situation. The official data put out by the institutions connected with these sectors present a gloomy picture,” he added.

KCR, however, assured the House that the government is committed to continue the welfare programmes for the poor people and farmers despite the existing financial crisis.

Hyderabad: Peaceful co-existence of different religions in the city is an example of harmony among communities.

Believers irrespective of their religion have faith in many things out of their religion is such an example of this Hindu family who has been observing Muharram for the last 54 years, a tradition that has been passed on from generation to generation inviting more devotees, DC reports.

Many devotees from across all religions, faiths come at the Sayajalal Chand-saab Baba Ashoorkhana at Trimulgherry to give their respects.

When asked when did this all start, one of the family member said one of their children had fallen sick in the year 1962 at the age of seven and he got cured after the child was made to walk on fire during Muharram.

M. Rajesh, 40 years, one of the family members who follows the tradition after his parents both Hindus started believing.

 “My mother narrated this to me in my childhood. When my brother, M. Paramanand Lal, who was then seven, got very sick and would not eat or drink anything. One of our acquaintances told us about the Muhar-ram procession, and asked us to make our brother walk on the fire. My mother took him there and helped him walk. She prayed that she would observe Muharram each year if he gets cured.”

Hyderabad: AIMIM Floor leader in Telangana Assembly and Chandryangutta MLA Akbaruddin Owaisi, A.K Khan Advisor Govt. of Telangana and Telangana State Wakf Board chairman Mohammed Saleem on Wednesday inspected the ongoing construction work of the Anees ul Ghurba orphanage with R& B officials and other Deptartment at Nampally.

The State government is constructing a multi-storied building at the site where an old orphanage of the Nizam’s era existed.

Chief Minister K Chandrashekhar Rao had laid the foundation stone of the new building a few years ago, with the estimated cost of the project being Rs 21 crore.

GHMC spends Rs 20 cr on Ganesh immersion facilities in Hyderabad

Hyderabad: The GHMC has made Ganesh immersion arrangements at cost of Rs 20 crore at 32 major locations in the city. It undertook 176 roads recarpeting and repair works worth Rs 9.29 crore.

City Mayor Bonthu Ram Mohan held a review meeting with GHMC officials on immersion facilities and said made extensive arrangements had been made. Ganesh ‘action teams’ will be stationed at every 3 km in the city during immersion processions.

The team will include one sanitary jawan, three SFAs and 21 sanitation workers working in three shifts. In all, 481 supervisors, 719 SFAs and 9,849 sanitation workers have been assigned sanitation tasks.

About 92 mobile toilets along with 27 health camps have been set up in the city.

About 93 static cranes and 134 mobile cranes have been deployed in 32 areas for glitch-free immersions.

Khairtabad Zonal Commissioner Musharraf Ali Faruqui said, “Forty large cranes have been set into operation by GHMC at Tank Bund. About 130 mobile cranes, 50 static cranes, 38,000 lights, 15 km of barricading and 10,000 security personnel have also been deployed. An additional 1,000 MTs of waste will be lifted during the festivities.”

Extra Metro trains to run due to Ganesh immersion in Hyderabad

Hyderabad: Large crowds were noticed at Khairatabad Metro station on Tuesday, all head for the pandal that hosts the Hyderabad’s largest Khairatabad Ganesh.

Over 70,000 commuters used the Khairatabad Station which registered 40,000 exits and 30,000 entries. 

In view of Ganesh immersion on September 12 special arrangements will be done at all metro stations in the city and extra trains with 4.5-minute frequency will be run tomorrow, said NVS Reddy Managing Director of HMRL.

He further stated that the train timings will also be extended by half an hour to clear the rush, Trains will be run much beyond midnight as per requirement, He added.

Addressing a press conference at Gandhi Bhavan on Wednesday, Telangana Pradesh Congress Committee (TPCC) Minorities Department Chairman Shaik Abdullah Sohail said that the budget for minorities’ welfare under State Sector Schemes has been reduced from Rs. 1884.43 Crore in 2018-19 to Rs. 1314.50 Crore in 2019-20 by cutting down Rs. 569.93 Crore or nearly 30.24%.

“A closer look at department-wise cuts clearly show a pattern wherein TRS Government targetted education and economic upliftment of minorities, especially Muslims. Of 30 Heads of Departments/Schemes under Minorities Welfare, the budget has been reduced by more than 50% for 17 schemes/HoDs,” he said.

Furnishing the complete department-wise break-up, Sohail said the budget has been cut by 100% for 3 HoDs, more than 90% for 2; more than 80% for 7; more than than 70% for 1 and more than 60% for 4 HoDs.

Break-up in Budget for minorities

Explaining the break-up, Abdullah Sohail said the budget for Minorities Residential Schools has been slashed by 36%. As against Rs. 735 Cr allocated, this year it has been reduced to just Rs. 470.75 crore. “How will CM KCR justify the reduction of Rs. 264.25 Crore for residential schools? A total of 216 minority residential institutions with 79,424 students are functional in the State. They are in the middle of the academic year.

Will the Chief Minister plans to cut the food supply, avoid paying rent for school buildings or stop paying salaries to teachers and staff? Or will KCR shut down half of the schools mid-way?” he asked.

Similarly, the Congress leader said that about 90% of budget for Pre-Matric Scholarships has been cut. From Rs. 30 crore last year, this year the amount has been slashed to a meagre Rs. 2.9 crore. Likewise, the amount for Scholarships to Minority Students has been cut from Rs. 100 crore in 2018-19 to Rs. 88.02 crore this year.

This will affect lakhs of poor minority students. The budget for Overseas Study Scheme for Minorities has been reduced from Rs. 100 crore in 2018-19 to Rs. 73.57 Crore. A cut by Rs. 26.43 crore has shattered the dream of hundreds of poor, but brilliant students who were aspiring to study abroad.

Abdullah Sohail alleged that not a single rupee loan was given to minorities in TRS Govt’s first term although some allocations were made under Subsidy for Bank Linked Income Generated Schemes HoD. More than 1.5 lakh jobless minority youth had applied for loans in 2015-16, but no one got any assistance. Even applications were not accepted for four years. Last year Rs. 160 crore was allocated, but nothing was spent. This year this allocation has been reduced to just Rs. 28.31 Crore by enforcing a cut by 82%.

“On an average, if one jobless youth is given a loan of Rs. 1 lakh then by cutting down the allocation of Rs. 131.69 Crore, KCR has denied loan opportunity to 13,169 deserving youth. If the allocated amount is spent then only 2800 out of an average of 1.5 lakh applicants will get a loan,” he said.

Similarly, he said that T-Prime & T-SEZ schemes remained a non-starter. Last year, Rs. 25 crore was allocated, but not a single rupee was released. This year the amount has been reduced to zero while giving a silent burial to the much-hyped scheme.

The Congress leader also condemned the Chief Minister for cutting down the budget for Urdu Academy by over 79%. As against Rs. 40 crore in 2018-19, this year the budget is just Rs. 8.53 crore. This will not be sufficient even to pay salaries or meet other expenses. There will be no activities for the promotion of Urdu or publication of books this year.

Abdullah Sohail slammed the State Government for huge reduction in the budget for Telangana Christian Minorities Finance Corporation. “As against Rs. 12 crore allotted last year, this amount has been reduced to a mere Rs. 2.21 crore. How will the corporation support Christian youth with just Rs. 2 crores?” he asked.

No amount has been allocated for construction of Christian Bhavan and Sikh Bhavan, he pointed out.

“Minorities are not interested in eating ‘Khajoor’

However, the Congress leader welcomed cut in the budget for Dawat-e-Iftar and Christmas Feast. “Minorities are not interested in eating ‘Khajoor’ and ‘Biryani’ for one day. We want jobs and loans,” he said.

“CM KCR has openly targetted education and employment opportunities for poor minorities. He came to power on the promise of giving 12% reservation to Muslims in jobs and education. He created a hype of Rs. 2,000 crore budget for minorities. But neither 12% reservation was given nor the allocated budget was spent for minorities’ welfare since 2014-15,” he said.

Abdullah Sohail alleged that TRS Govt was worst than BJP in dealing with minorities. “KCR is implementing the agenda of Sangh Parivar of hitting minorities in a covert manner. He should change the official colour of his party from ‘Pink’ to ‘Saffron’,” he said.

The Congress leader also challenged MIM to severe its ties with TRS for the drastic cut in the budget for minorities’ welfare. However, he said now both MIM and TRS will enact a scripted drama in the Assembly. “Akbarbaruddin Owaisi will give an emotional speech. He will target KCR for a cut in the budget. He will speak in Convent English and KCR will reply in Urdu. Finally, KCR will give more assurances and at the end, the Appropriation Bill will be passed without any changes,” he said.

“MIM workers will make Akbaruddin Owaisi’s speech in social media viral to show how he slammed KCR and the TRS workers will circulate video clips of KCR’s assurances to Muslims. In the end, both will jointly cheat the poor Muslims of Telangana,” he said.

Abdullah Sohail said that by hitting education and job schemes of minorities, KCR himself has removed the fake mask of secularism from his face. Now people, especially minorities, should realise that KCR is nothing but a good actor. So far, he has played the role of a secular leader. But in reality, he was an RSS, BJP and Modi Bhakt since the beginning,” he alleged.

He warned that the Congress party would launch a state-wide agitation against the cut in the budget for minorities’ welfare.

Hyderabad: Afghan hero Ahmad Shah Massoud remembered

Hyderabad: A memorial meeting of the national hero of Afghanistan Ahmad Shah Massoud was observed in Osmania University earlier this week.

The meeting was organized by the ASA (Afghan Students Association), Hyderabad.

Ahmad Shah Massoud is also known as the ‘Lion of Panjshir.’  He was an Afghan resistance leader, politician, and a military strategist. He was among the premier Mujahideen, the Afghans who fought against the Soviet occupation of their country.

Hyderabad: Afghan hero Ahmad Shah Massoud remembered

Massoud died following an attack by two suicide bombers on September 9, two days before the September 11 terrorist attacks on the U.S.

In May 2012, the National Assembly of Afghanistan declared September 9 as a national holiday to honour his memory.

The holiday is observed as Haftai Shahid or Martyr’s Week. It is also observed as Massoud Day.

The students recalled Ahmed Shah Massoud’s sacrifice for Afghanistan.

The memorial meeting was attended by Dr. D Ravinder, Principal of OU Arts College, Dr. Akhtar Ali, Assistant Professor of Geography, and Afghan student’s association advisor, Dr. Fidel Rahmati Afghan, a Ph.D. scholar at OU.

Dr. Akhtar Ali said, “Many people are still getting killed in Afghanistan. Many of them are divided among various groups in the name of ethnic, linguistic and racial lines. We need to remember that those brave men were martyred for the country, not for one particular caste or province.”

Dr. Ravinder said, “The relationship between India and Afghanistan are good for centuries. We express our homage to this great leader who fought for the liberation of Afghanistan.”

“Ahmad Shah Massoud was a realist leader, politician, and warrior,” said Dr. Fidel Rhamati, a PhD researcher at OU.

“The sacrifice and heroism of Ahmad Shah Massoud has opened a new era for us Afghans which will help us to grow as a great nation,” said Wahidullah Seerat, President of Afghan Students Association.

Hyderabad: AIMIM chief Asaduddin Owaisi on Wednesday said that Prime Minister Narendra Modi is trying to divert public attention from real issues like the economic crisis, poverty and unemployment by talking of ‘cow’ and ‘Om’.

He told reporters that Modi doesn’t want debate on falling growth rate and people becoming jobless.

Owaisi was reacting to Modi’s remarks made at the launch of a disease prevention programme for livestock at Mathura in Uttar Pradesh earlier in the day.

“Some people get a shock at hearing words like cow and Om and it is unfortunate,” Modi had said.

The All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief said it is unfortunate that Modi talks of only one religion. “He doesn’t talk of the beauty of India, which is home to all the religions. He took oath on the Constitution and we had hoped that he will talk of all religions,” he said.

He alleged that the Prime Minister made the remarks with an eye on the ensuing Assembly polls in Maharashtra, Haryana and Jharkhand.

“We want to ask the Prime Minister whether it is not true that each morning every Indian hears the azan from a masjid, Om from temple and hymns from other places of worship. He should have said the beauty of this nation is that it has followers of all religions.

“We also want to know from Mr Modi as to how many incidents of mob lynching occurred since he became Prime Minister,” Owaisi said

He said Modi stated three to four times that these incidents are painful but his words had no effect because his government and his party’s state governments, instead of doing justice to the oppressed sided with the oppressor. Owaisi cited the case of Tabrez Ansari who was mob-lynched in Jharkhand. The murder charges have been dropped against the accused.

He said as Hindu brothers consider the cow as sacred, their religious sentiments should be respected. He, however, pointed out that the Constitution has given the right to life to human beings.

On Modi’s remark that the cow is key to the economy, Owaisi commented that the economy is already destroyed. “He is bothered about the cow economy but not concerned about country’s economy. The GDP growth has slumped to five per cent. 10 lakh people are going to be jobless in automobile sector. The rupee’s value is falling but he is bothered about cow economy.”

Hyderabad: GHMC, Mayor Bonthu Rammohan Rao while unveiling the medical device appealed all the sanitation Women workers to get body screening for breast cancer for early detection if any while inaugurating camp in GHMC Office on Tuesday.

GHMC along with Hmang is providing a medical device which enables early detection of breast cancer, it can even detect for coming next eight years also. Based on the results and response the facility will be extended to zones of the Corporation said, Mayor.

    Speaking on the occasion, GHMC Commissioner Lokesh Kumar said, “Breast Cancer is the most killer disease among the Women. Providing the detect device to reduce the death cases of Breast Cancer.”

Mayor further appealed the women to utilize the advanced technology to detect the disease at an early stage and take precautionary methods. Further said the wearable device for screening the disease would be made available to the poor people and be arranged at Basti Dawakhanas in future.

Additional Commissioner Hari Chandana said the device is very simple every ordinary woman can take a screening test, the Japan device is wearable, Radiation free, no pain, and no-touch.
