Hyderabad: Erstwhile Hyderabad State had witnessed a locust attack in the early 20th century. The Nizam who was the then ruler of the State had taken many steps to help farmers who suffered huge losses due to the attack.

He also followed all the recommendations made by the Imperial Council of Agricultural Research which is now known as the Indian Council of Agricultural Research (ICAR).

Erstwhile Hyderabad State witnessed two types of locusts

It may be mentioned that other princely and territories of India used to witness attacks by one type of locust whereas, Hyderabad State usually faced attacks by two types of locusts, one from Western Ghat and another from North India.

Locusts attack Erstwhile Hyderabad State in 1929

In 1929, the locusts that originated from Western Ghat had created massive destructions in the areas of the princely State which is now part of Maharashtra. It had resulted in famines too.

Highlighting the intensity of the attack, Yelseti Ramachandra Rao who was associated with the then Imperial Council of Agricultural Research at Karachi had said that swarms of locusts used to block sunlight from reaching Earth.

Current locust attack

Currently, the swarm of locusts entered many States of the country. Telangana State has also geared up to deal with the menace of the pest that is known for destroying agricultural fields.

Hyderabad: Keeping in view the rise in COVID-19 positive cases among foreign returnees, demand is high that they are tested more than once, as soon as they land in the country.

So far 30 passengers who arrived in Hyderabad from foreign countries under Vande Bharat Mission have been found COVID positive. The foreign returnees who were in quarantine for 14 days have expressed concern over the current situation and have demanded to increase tests. They have been kept under quarantine in various hotels of the city on their own expenses.

A person who recently completed his quarantine period showed dissatisfaction over the behaviour of authorities. He said he had bitter experience during the period. He was surrounded by people with coronavirus symptoms. He complained to the authorities but to no avail.

Another passenger told that the thermal screening is insufficient on the arrival at Hyderabad. Social distancing is not being maintained in quarantine facilities. In some hotels all the people are eating at the same place.

According to the latest guidelines issued by the government, the quarantine period has been reduced to 7 days from earlier 14 days. The passengers are asked to remain under home quarantine for the remaining 7 days.

Currently over 2000 people are under quarantine in various hotels in Hyderabad. Passengers say that tests are conducted only after the symptoms are visible which is not enough. Every returnee must be tested so that actual patients are identified.

Airport officials have to say that they are working as per the guidelines of the central government.

The government has directed to keep strict vigilance over the health of foreign returnees.

Hyderabad: Despite permission from the High Court, the Telangana government has not issued orders giving permission to the private laboratories to conduct coronavirus tests.

The High Court has permitted 14 private laboratories approved by the Indian Council of Medical Research (ICMR) to conduct corona tests. These labs awaits government’s permission to do the same.

Telangana is already blamed for low virus testing. In this situation, government delaying permission to private labs for testing is incomprehensible.

Compared to the other states, Telangana has conducted very less virus test. It must be recalled that the central government had also admonished Telangana government for low testing. Opposition is also intensifying its demand to conduct more tests.

Hyderabad: Encroachment upon the lake beds across the city is nothing new. However, no one raises voice against it due to the fact that those who do encroachment enjoy government backing. Those who try to raise voice against the encroachment are either silenced or threatened.

Located at Banglaguda, the Pallecheru lake bed was also tried to be encroached upon during the lockdown. It was claimed that if the lake is not closed it will lead to the destruction of the city.

Some parts of Kings Colony are plotted on lake bed as a result the area gets water-logged during rains.

Old city people do not show much concern over closure of lakes as the new city people do.  They do not lodge complaint with the environmentalist organisations. Reportedly, besides revenue department officials, irrigation department officials too had the information regarding the encroachment of lake bed amid lockdown but they remained silent.

Now the residents of the area have decided to move to court if no action is taken by the government officials in this connection.

Corona Crisis: Telangana might take 241 years to test all

$

Hyderabad: Unicellular organism ‘coronavirus’ has shaken the living existence across the globe. The year 2020 is going through the worst times as everything is at a halt, and everyone wishes that one magic and everything sets back to normal.

The new coronavirus is a respiratory virus. It is an infectious disease caused by a newly discovered ‘coronavirus’. The pathogen got its name due to the spiky crown (or corona in Latin) that you can see on its surface when you take a look at it underneath a microscope. The virus has no vaccine or medicine yet.

How important is testing?

Dr Eduardo Sanchez, an American Heart Association’s chief medical officer for prevention and a former state health commissioner, Texas said, “Whenever there is a major public health crisis like coronavirus the ideal response should be testing as early as possible. As it leads to quick identification of cases, quick treatment for those people and immediate isolation to prevent spread. Early testing also helps to identify anyone who came into contact with infected people so they too can be quickly treated.”

India against fighting Coronavirus

COVID-19 which was first identified in Wuhan, China is now a pandemic globally. Most parts of the world are under complete lockdown to curb and contain the spread of the highly contagious disease. As per the World Health Organization (WHO), COVID-19 has so far infected 5,596,550 people and has claimed 353,373 lives globally.

217 countries or territories or areas have been affected so far by the deadly virus.

On 30 January, India reported its first case of COVID-19 in Kerala, which rose to three cases by 3 February; all were students who had returned from Wuhan, China. later, affecting almost all the states in the country.

According to the medical experts the only solution to this gigantic problem is testing the population as early as possible and social distancing.

*Data as of writing this article

What did India do? How many test did it do?

The nation got its first COVID positive case in February. However, the always sleeping government had started taking steps against the pandemic in late March.

India had probably done two things; one is the national wide lockdown resulting in immense human loss especially the destruction to the migrants and secondly quarantine treatment.

On 22 March 2020, India observed a 14-hour voluntary public curfew at the instance of the Prime Minister Narendra Modi.

The government followed it up with lockdowns in 75 districts where COVID-19 cases had occurred as well as all major cities. Further, on 24 March, the Prime Minister ordered a nationwide lockdown for 21 days, affecting the entire 1.3 billion population of India. On 14 April, the prime minister extended the ongoing nationwide lockdown till 3 May.

On 1 May, lockdown across the country was further extended by two more weeks till 17 May. On 17 May, NDMA further extended the nationwide lockdown till 31 May. Dr V Ravi, Head of Neurobiology, National Institute of Mental Health and Neurosciences, said that up to 50 percent people in India would be infected by COVID-19 by the year-end if if further relaxations are introduced to lockdown rules after May 31.

The first according to the scientist from across the globe that testing is essential but the busy government had only done 1,19,000 test per day which might take 31 years to complete the test of the entire population.

States affected in India and there testing speed

Maharashtra, Tamil Nadu, Delhi, Gujrat, Telangana and Bihar continue to remain the hotspots for coronavirus in India, according to state-wise data. These states accounted for more than 70% of the total cases in India.

The statistic drawn from the present testing condition shows the period of time a state would take to complete the testing of its population.

The driven statistics by siasat.com shows how long would the entire testing for a state might take.According to the reports Telangana which has 3.52 crores of population and has been testing 400 people per day shall take 241 years.Meanwhile, Bihar would take the longest time to complete the testing of its 9.9 crores of population and has been doing 2000 tests perday.

Whereas, Delhi and Rajasthan which has 1.9 crores and 6.89 crores of population respectively might take 10 to 11 years to complete the testing the entire population if the testing speed remains 5,000 in Delhi and 16,000 in Rajasthan per day.

Even worse, is the testing speed per day in Maharashtra that is 6000 which has 11.42 crores of population shall take 52 years.Tamil Nadu which has 6.79 crores of population is doing 12,000 test per day might take 15 years to complete its entire population.

Ironically, Telangana needs to bulk its belts and increase its testing speed rapidly before it gets to late.

It’s time for India to increase its testing speed, isn’t it?

Only if the country’s testing speed increases to 10 – 12 lakhs per day then can India might take 3years to complete its examination for the entire country and then treatment might take even more.

Even worse, is that there is no medication or vaccine for the dreadful virus yet.

Imagine if the testing would take so long, then how long will the treatment take!!

Congress expresses concern over rise in COVID-19 cases

Narayana Reddy asks KCR to appoint Epidemiologist

Hyderabad: Telangana Pradesh Congress Committee (TPCC) Treasurer Gudur Narayana Reddy has expressed serious concern over sudden rise in number of Coronavirus positive cases in the State.

Addressing a press conference at Gandhi Bhavan on Saturday, Narayana Reddy said that highest ever 169 cases, including those of Migrant Workers and Deportees, were registered in Telangana State on Friday. This was the highest ever figure in Telangana ever since the outbreak of a pandemic. “It is highly unfortunate that instead of taking note of sudden spurt in number of COVID-19 cases, Chief Minister K. Chandrashekhar Rao is busy in inaugurations, Poojas and Yagnams,” he said.

Narayana Reddy said that either the Chief Minister was deliberately misleading the people or KCR himself was confused over COVID-19 situation in Telangana. Referring to a statement given by the Chief Minister on May 27, he said that the Chief Minister has claimed that the Coronavirus spread was not on an alarming scale.

He said there were only 27 cases when Janata Curfew was observed on March 22 which eventually turned into a full-fledged lockdown. After 68 days, the cases have increased to 2,425 during the lockdown period. He said as many as 1409 cases were reported in the last one month while 664 cases were registered for one week (from May 22). He asked KCR to define the meaning of ‘alarming scale.’

He said that the actual numbers could be much higher if the State Government increases the testing percentage. The actual number could be at least 200-300% higher if private labs are permitted to conduct tests, he said adding that the KCR Government was honouring the orders of High Court in this regard.

The Congress leader demanded that the State Government immediately appoint an Epidomologist who could assist the Chief Minister or Home Minister. He said that the IAS or IPS officers lack the expertise to deal with a pandemic. Therefore, he said an Epidemiologist should be hired along with a team of experts who should advise the government on a daily basis.

Stating that Telangana do not even have 1,000 ventilators as on today, he asked the government to upgrade the entire health infrastructure, including trained health professionals, to tackle any eventuality. He said lessons should be learnt from countries like USA, Spain, France, etc., who could not handle sudden spurt in Covid-19 cases which resulted in deaths of thousands of people.

Narayana Reddy said that the Recovery Rate of Covid-19 patients in Telangana was just 56.95%, which is too low compared to other states with a large number of cases. It means, for every 100 confirmed cases, 40 are currently infected. “KCR Govt has no strategy to deal with Coronavirus situation. Instead of taking corrective measures, KCR is giving misleading statements to divert people’s attention from his failures,” he said.

Initially, KCR defended lockdown to prevent the spread of Coronavirus. But now he is defending the relaxation in lockdown. He said that the Chief Minister openly violated the norms for social distancing and no one was wearing the mask during the inauguration of Konda Pochamma Sagar project on Friday. “KCR is the Chief Minister of Telangana which has a population of over 3.5 crores.

He should behave responsibly and send a positive message among people through his actions. By not wearing a mask and not maintaining physical distance, he tried to give a wrong impression to the people that the Covid-19 scare was no more relevant,” he said.

Narayana Reddy said that the lockdown was unplanned and its implementation was erratic. Now the relaxations too are unplanned with the State Government issuing different guidelines every day. He said initially, shops were permitted to open on alternate days on Odd-Even basis. Even before the shops were marked, new orders were issued that all of them, except shopping malls, could open on all days.

The Congress leader appealed the Chief Minister to undo the mistake committed so far and take immediate measures on war footing to avert a catastrophe. He said the rising number of Coronavirus should not be treated lightly and all suspects, with or without symptoms, should be traced, tested and treated.

Hyderabad: Telangana Pradesh Congress Committee (TPCC) President & Nalgonda MP Capt. N. Uttam Kumar Reddy on Saturday demanded that Chief Minister K. Chandrashekhar Rao first fulfill the old promises he had made with the farmers before giving ‘surprise gift’ which he announced while inaugurating Konda Pochamma Sagar project yesterday.

Addressing a video-conference with party ZPTCs at Gandhi Bhavan, Uttam Kumar Reddy said that the Chief Minister should do a serious introspection before making another promise with the farmers as none of the promises which he made in the past were fulfilled. He demanded that the Chief Minister first procure entire paddy and maize crops at MSP and also clear the dues of Red Gram farmers.

He asked KCR to first fulfill the promise of waiving off crop loans up to Rs. 1 lakh. He also pay Rythu Bandhu assistance to all the farmers without imposing any conditions. He reminded that nearly 40% of farmers were being deprived of Rythu Bandhu amount on one pretext or the others. Further, he said that the benefit of Rythu Beema scheme should be extended to all the farmers without any discrimination. He said that the farmers neither got proper Minimum Support Price (MSP) for their produce nor the Market Intervention Fund of Rs. 1,000 Crore, earmarked in the annual budget, was ever utilised to support the farmers.

Uttam Kumar Reddy alleged that no assistance was provided to the families of more than 4,500 farmers who committed suicide since 2014 under TRS regime. Further, he said that the farmers never got any compensation for the losses to their crops due to natural calamities like drought or unseasonal rains. He reminded that Chilli farmers in Khammam were arrested, tortured and jailed for demanding better prices for their produce. Similarly, farmers in Medak and other districts were caned when they held a protest against erratic power supply. He said that the list of crimes committed by KCR regime against farmers was too long. Therefore, he said that KCR should not try to cheat the farmers further by making another fake promise.

The TPCC President said that the Chief Minister should withdraw the new agricultural policy which forces the farmers to grow crops suggested by the government. He said that the move was dictatorial in nature and it does not guarantee any protection to farmers’ investments in a crop.

Uttam Kumar Reddy said that the farmers of Telangana were doing cultivation due to the irrigation projects constructed during Nizam’s era and Congress regimes. He said that the KCR Government did not construct a single project that really benefits the farmers. He said Kaleshwaram Project was constructed only to get commissions and kickbacks from the contractors. He said that the Chief Minister was deceiving the people by showing the Ayacut of Sriram Sagar Project as of Kaleshwaram’s. He said that the KCR has always made fake promises and false claims to deceive the people and KCR’s ‘surprise gift’ for farmers was just another mirage.

The TPCC chief alleged that the TRS Government has weakened the local bodies and no funds were being given to Panchayats or Mandal Parishads. He said that the present KCR regimes would be remembered in history for its worst administration and mismanagement of resources. He alleged that KCR was used his ill-gotten money to purchase MLAs and other elected representatives.

Uttam Kumar Reddy directed the Congress cadre to strengthen the party and take up public issues and agitation.
