Telangana: Scientists write to chief secretary, raise concerns over GO 69

Hyderabad: Three scientists-cum-environmentalists requested Telangana’s chief secretary K Somesh Kumar to bring back the provisions and protections granted by the now revoked government order 111 (GO 111).

In a letter addressed to the chief secretary, the signatories, Dr Narasimha Reddy Donthi, BV Subba Rao and Prof K Purushotham Reddy said that the new GO 69 lifted all the restrictions ensured by the previous order.

What did GO 111 safeguard?

The GO 111 order barred the construction of industries, residential colonies, hotels, and other structures within a 10-kilometer radius of the Osman Sagar and Himayat Sagar lakes’ catchment areas. This significant 25-year-old order was replaced by a newly passed GO 69.

Why are scientists and environmentalists concerned?

The letter stated that the GO 69 was released to unknown sources without referring to any expert committee report (ECR).

The scientists further pointed out multiple potential loopholes in GO 69. They said that there is an ambiguity in the terms of reference. They also said that there is no report made yet nor a deadline mentioned to submit it.

“This ambiguity could lead to physical changes in the catchment area of the lakes.” stated the letter.

Furthermore, the letter stated that the lack of provisions and protection of lakes can lead real estate developers to develop layouts and undertake construction. This could set off adverse chain reactions to various micro eco-systems in and around such areas.

Meanwhile, Telangana’s chief minister stated “there could be anarchy if the GO, which affected 83 villages and 1.32 lakh acres, was lifted at once. Therefore, the MAUD minister and officials had been asked to address the issue in a phased manner after preparing master plans and green zones.”

Stray dogs maul child to death in Hyderabad

Hyderabad: In a horrific incident, a pack of stray dogs mauled a child to death in Hyderabad.

The incident occured on Tuesday night in Bada Bazar area of Golconda.

Two-year-old Anas Ahmed, who was playing near his house, was attacked by a pack of dogs. They dragged him to adjoining military area.

Hearing the screams of the child, his parents and neighbours rushed to his rescue and chased away the dogs. The toddler sustained grevious injuries on his face, throat, and other body parts.

The badly injured child was shifted to hospital, where he was declared brought dead.

Disturbing CCTV visuals of the hapless child being attacked and dragged by dogs have emerged, triggering public outrage.

The incident sent shock wave among residents of the area near historic Golconda fort. They alleged that municipal authorities failed to act though stray dogs pose a grave threat to them.

One of the residents said in two similar incidents occurring earlier, two children were injured but this time the dog menace has claimed the life of a child.

The residents alleged that despite several complaints, Greater Hyderabad Municipal Corporation (GHMC) authorities have failed to act.

“The dog catching staff come when there will be no dogs in the area. They spend some time and go away,” said a resident.

‘Will play key role in national politics’: TRS adopts resolution on its foundation day

Hyderabad: The ruling Telangana Rashtra Samithi (TRS) party on its 21st foundation day adopted a resolution to play a key role in the scene of national politics along with twelve other resolutions.

The party observed that TRS needs to play a constructive role and fill the political void at the national level. The party asserted to bring a quality change in the country on the lines the Telangana state achieved desirable results in education, irrigation, health, and economic sectors. “The country should be freed from the evil forces and end the Bulldozer rule and divide and rule policies adopted by the rulers in the country,” they stated.

The party felt that the Atma Nirbhar Bharat programme launched by the Bharatiya Janata Party (BJP) led union Government did not bring any change in the lives of people. Instead, the government has turned India into “Durbhar (Worse) Bharat”.

TRS chief KCR addressed the audience for nearly 90 minutes in his inaugural speech. He touched upon political and development issues.

Other resolutions included the party extending its gratitude to the Telangana government for procuring paddy in the current season and the criticism of the union government for its failure in resolving the paddy procurement issue amicably. The party also demanded the centre reduce spiraling prices of essential commodities and took strong exception to the centre’s indifference towards solving the price hike issue.

The TRS party also demanded the union government adopt a bill extending 33% reservation for women in Parliament. The party resolved to fight against religious intolerance and protect the national integrity and the country’s unique culture. The plenary observed that growing religious intolerance will weaken the country on all fronts.

The ruling party further demanded the union government constitute Backward Classes (BC) welfare ministry and also take up the BC census in the country. They demanded to increase the quota for Muslims to 12% from 4% in the proportion of the population. They also said that the Scheduled Tribe (ST) reservation should also be increased to 10 percent. The party also demanded the union government to enhance quota to the deserved communities in education and employment based on their social conditions.

Another demand to the centre from the state ruling party was to collect the taxes from the divisive pool and stop the practice of tax collection through cess which dented state share from the tax revenue.

The TRS alleged that BJP-led Union Government has adopted a “weaker states-strong centre” approach to weaken the state financially. “The centre should pay 41% devolution to the states. But the union government is collecting taxes in the form of a cess so that the states will not insist on it. The states were meted out injustice in the devolution. The states could get only 29.6 % devolution due to the cess system in the tax collection,” they said.

The TRS then demanded the union government to resolve the Telangana share in river Krishna water under section 3 of the river water dispute act and also to instruct the Brijesh Kumar tribunal to resolve the issue.

The TRS also resolved to fight against the union government for undermining the federal spirit and suppressing constitutional rights which have been accorded to the states. They also demanded the union Government sanction Navodaya schools and medical colleges in Telangana.

The party further demanded the union government implement the Dalit Bandhu scheme, launched by Telangana Government, on a national level. The party alleged that the centre did not introduce any scheme for Dalits exclusively, and the attacks on Dalits increased in the country.

The TRS has then demanded the union government to withdraw GST on handlooms and opposed the anti-weavers policies adopted by the centre.

The centre imposed 5 per cent GST on handloom products. As a result, the weavers community are struggling to continue in the occupation, they said.

Hyderabad: The Secunderabad Cantonment Board (SCB) has started undertaking preventive measures for the upcoming monsoon season to avoid flooding.

In the last two years, slums in the area were badly affected due to flooding. It further caused power cuts and huge losses to public property.

Under its ‘Strategic Nala Development’, the Greater Hyderabad Municipal Corporation (GHMC) has carried out nala remodelling work. This will provide relief from flooding in several colonies in Rasoolpura ward.

The works of desilting are yet to be taken up in Ramannakunta, and Trimulgherry lakes. These lakes were identified as a source of trouble to surrounding colonies due to overflowing in 2021.

“We are taking up desilting works in open nalas, culverts and lakes. All the works are slated to be finished before the monsoon commences,” said SCB superintendent Devender.

Modi engaged in polarisation to hide failures: KCR

KCR

Hyderabad: Launching a scathing attack on Prime Minister Narendra Modi, Telangana Chief Minister K. Chandrasekhar Rao on Wednesday alleged that he is resorting to polarisation to hide his failures and divert public attention from real issues.

Rao also announced that he will come up with an alternative agenda for the country.

Making the concluding remarks at the day-long plenary of Telangana Rashtra Samithi (TRS), he warned the Prime Minister that he would not be allowed to continue his games to gain political mileage by spreading hate among people.

Amid cheers by 3,000 delegates, KCR, as Rao is popularly known, said he would work as a soldier to set a new agenda for the nation

The TRS leader dared Modi to show one sector where some progress was made during the last eight years of his rule.

“Nothing has happened. The GDP has crashed, the economy is not doing well, inflation has gone up, and the prices are rising. There are only failures but to show that something is happening, there are speeches and lies,” he said.

He said the people were being polarised to divert attention from real issues and the hate was being spread to take political mileage.

KCR slammed Modi for asking states to slash taxes on fuel when it is his government which increased the taxes. “One should at least have some shame. How can you ask states to reduce. Is this how a Prime Minister should speak,” he asked.

He said after the formation of Telangana, the state government has not increased the taxes on fuel except rounding off the price once. “If you really love people, why did you increase the cess on fuel. With what face are you asking states to cut taxes,” he asked and alleged that Modi wants a “strong Centre and weak states”.

The TRS chief said an alternative people’s agenda will be unveiled after taking consultations with economists, intellectuals and retired All India Service officers.

Responding to appeals by TRS leaders to play an active role in national politics to bring a change in the country, he said that in coming days, an appropriate decision will be taken on what should be the role of the TRS.

KCR said a detailed analysis will be done of the national politics, the working of the system, the resources the country has and how the country should march ahead.

“All the aspects will be analysed and discussed for 15-20 days by economic experts from the country and abroad. I will also invite intellectuals. Some will be coming from Harvard University,” he said.

The TRS leader said a meeting of 200 retired All India Service officers will be held in Hyderabad to help identify the key issues that need to be addressed.

KCR told the delegates that before taking up any task, he wants to do a detailed analysis and come out with a plan after going into all the aspects. Reiterating that India needs to come out of the routine political system, he said there is a need for bringing structural changes and framing the right policies to ensure that the country progresses to its full potential.

“The country has water but farmers don’t get water. It has electricity but rulers are unable to supply it to people. Basic needs like drinking water, electricity, education and health are not being taken care of which shows there are big loopholes in our thinking, policy making and implementation,” he said.

KCR listed out the tremendous progress Telangana has made in all sectors. “We can dream and we can also make those dreams come true. Telangana has shown this,” he said.

Stating that India has all the natural and human resources, KCR said if the country works hard with determination it can emerge as a bigger economic power than the US.

He also hinted that the TRS, with assets of Rs 1,000 crore, has no dearth of financial resources to play its role in national politics and claimed that some people have already come forward to make donations.

“We have 60 lakh disciplined workers who can contribute anything from Rs 10 to Rs 1 crore. If I give a call that we are going to influence the national politics, they all will come forward. If everyone gives Rs 1,000, we can have Rs 600 crore,” he said.

KCR exuded confidence that the TRS will win the Assembly elections for a third consecutive term. “We will win again with a huge majority. No one should be in doubt. At the same time, we should not be arrogant. To analyse some technical issues, we hired consultancies. Their surveys also show we will win 90-odd seats (in 119 member Assembly),” he said in an obvious reference to the deal signed by the party with Indian Political Action Committee (IPAC) founded by election strategist Prashant Kishor.

KCR again cautioned people that communal disharmony will have disastrous consequences for the country. He warned them against falling into the trap of those spreading hate. “It takes a lot of time for construction but destruction can happen quickly.”

He slammed the outfits which say Hindus are in danger. “The President is Hindu, the Prime Minister is Hindu, the Chief Justice of the Supreme Court is a Hindu. Almost all the Chief Ministers are Hindus. How can Hindus be in danger,” he asked.

KTR slams Centre over fuel price hike, demands to scrap Cess on petrol, diesel

KTR slams Centre over fuel price hike, demands to scrap Cess on petrol, diesel

Hyderabad: Lashing out at the Centre for asking the States to reduce VAT (value-added tax) on fuel, Telangana Industry and Commerce Minister KT Rama Rao on Wednesday demanded the central government to scrap the Cess on petrol and diesel across the country.

The Telangana Rashtra Samithi (TRS) leader held the Bharatiya Janata Party (BJP)-ruled Centre responsible for the rising prices of petrol and diesel.

“Fuel prices have shot up because of NPA (non-performing asset) Central government. Name calling states for not reducing VAT even though we never increased it; is this the cooperative federalism you are talking about Narendra Modi ji?. Telangana has not increased VAT on fuel since 2014 and rounded off only once,” Rao tweeted.

“We do not get 41 per cent of our rightful share because of the Cess imposed by your government. In the form of Cess, you are looting 11.4 per cent from the state and we are getting only 29.6 per cent for FY23. Please scrap Cess so we can give Petrol at Rs 70 and Diesel at Rs 60 all over India. One Nation – One Price?” added KTR.

In view of the increasing COVID cases, Prime Minister Narendra Modi on Wednesday held a meeting with the Chief Ministers of all the states via video conferencing and discussed various issues.

The Prime Minister called upon opposition-ruled states to follow the Centre’s decision by reducing taxes on petrol and diesel to provide relief to the people from the price hike.

“In order to reduce the burden of rising petrol and diesel prices, the central government reduced the excise duty last November. We had urged the states too to reduce their taxes. Some states reduced the tax and provided benefits to the consumers but some did not do so,” said PM Modi in the meeting.

Naming opposition parties ruled states, PM Modi said, “Maharashtra, West Bengal, Telangana, Andhra Pradesh, Kerala, Jharkhand, and Tamil Nadu did not follow the advice of central government and people in these states are burdened with price rise.”

“I request these states to do now what they should have done in November. By reducing the VAT you can lower the burden faced by the residents,” he added.

The central government in November had reduced excise duty on petrol and diesel by Rs 5 and Rs 10 respectively. Following the Center’s decision, 25 states and Union Territories, mostly ruled by BJP or their allies had reduced VAT on petrol and diesel to give relief to consumers.

Osmania University asks illegal hostelers to vacate by Friday

Hyderabad: There is a likelihood of delay in the appointment of the teaching staff at Telangana University.  Earlier the state government had announced the formation of a Recruitment Board at the university level.  But there is no progress in this regard.

It is being said that there are some technical issues faced by the state government.  According to the present rule, every university has the right to appoint professors and assistant professors.  But the state government wishes to amend this law to set up a common recruitment board for all universities.

The state government needs to get approval from the Assembly for such an amendment to the current rule.

The other option open for the government is to pass an ordinance that is not likely to be approved easily by the Governor in view of the strained relations between the chief minister and the Governor.

Hyderabad: A man fell into a pit along with his two-wheeler near Crescent School, Old City on late Wednesday night. He sustained minor injuries and was rescued by locals.

According to officials of the Greater Hyderabad Municipal Corporation (GHMC), the half dug-up road is a part of pipeline work that is happening since January 2022. The work will get over by July this year, they said.

GHMC response:

When Siasat.com spoke to MV Radhika, GHMC executive engineer, Charminar Circle, regarding the open dug roads and the accident that took place near Crescent School, around Old City, she denied that it was an accident.

“There are barricades that the GHMC have erected around the open dug roads for citizens’ safety. But unfortunately, due to Ramzan and heavy shopping, people are removing these barricades,” she said.

She further stated that there is a high possibility that the man was pushed along with his scooty into the pit by the huge crowd.

“There is no place for two-wheelers or vehicles as there is a massive crowd for Eid shopping near Charminar area,” the officer said.

She also mentioned that the work on the pipeline has been stopped due to the crusher’s strike. “The workers are asking for more wages for a week, and we do not know how long this strike will go on. As a result, we are unable to procure raw materials such as concrete metal to complete the work,” she said.

New hotbeds of haleem emerge during lockdown

Hyderabad: Not surprisingly, people in the city chose mutton Haleem as one of their most favourite dishes for iftar during Ramzan. The meat-based dish was ordered 33 times more than last year on Swiggy, reigning supreme over all other items. This was followed by 8 lakh orders of chicken biryani in the first 20 days of Ramzan.

Swiggy, an Indian online food delivery platform, analyzed the type of orders placed between 2 April and 22 April in the city and found out that Hyderabad chose its traditional comfort food that was ordered the most over other dishes.

Hyderabad is known for its delectable spread during Ramzan in India, and visitors throng the old city on food quests the whole month to explore the city’s culinary culture. However, the COVID-19 pandemic caused a dent in many people’s plan for two consecutive years in 2020 and 2021. This also led to many old traditional food joints going online, to cater to wider audiences.

Traditional favourites such as chicken biryani, Haleem, Nihari, Samosas, Rabdi, Malpua, and others continue to top the popularity charts in terms of online orders, said a press release from Swiggy on Thursday. Some of the popular Haleem varieties ordered this year were Mutton Haleem, Special Haleem and Chicken Haleem/Murgh Haleem.
