Hyderabad: 5 cops suspended for torturing Dalit woman in custody

Hyderabad: A hawker was brutally beaten and forced to clean toilets at Khairatabad Police Station after being summoned for questioning.

The incident occurred on Saturday, April 12. The hawker, Abdul Rahman, a resident of Punjagutta, was conducting his business at Necklace Road when he had an argument with an ice vendor a day earlier.

The police called him to the station on Saturday for questioning. When Rahman arrived, a group of officers allegedly tied his hands and legs with a rope.

He was then beaten inside the police station. “The inspector kicked me in the face, causing an eye injury and bleeding from my ears. I was forced to clean the toilets in the police station,” Abdul Rahman told reporters at Osmania General Hospital.

Majlis Bachao Tehreek spokesperson Amjedullah Khan said the inspector’s actions reflect his mindset toward the Muslim community. “The government provides funds for police station maintenance. Why are common people being made to clean toilets?” he questioned.

Following the incident, senior police officials ordered an inquiry.

Hyderabad traffic police announces diversions ahead of International Womens' Day run

Hyderabad: Lakhs of vehicle owners including two-wheelers need to urgently install High-Security Registration Plates (HSRP) by booking the number plate installation online.

According to a report published in TOI, over 5 lakh vehicles in the city including 3 lakh two-wheelers and 1.5 lakh cars need to comply with the latest government mandate.

Why HSRP is mandatory

The HSRP system which was introduced in 2013 replaces traditional number plates with tamper-proof alternatives to curb vehicle theft and fraud.

Despite the initial deadline in 2019, many Hyderabad vehicle owners skipped the upgrade by opting for decorative radium stickers instead.

As a result, RTA offices now have a backlog of 40000–50000 unclaimed HSRP plates.

Starting October 1, transport authorities and traffic police will penalize vehicles without HSRP. Consequences include denial of Pollution Under Control (PUC) certificates, rejection of insurance renewals, possible fines and restrictions on road use.

How to book HSRP number plate installation for vehicles in Hyderabad

To avoid penalties, Hyderabad vehicle owners must schedule their HSRP installation by visiting the website of the Society of Indian Automobile Manufacturers (SIAM).

While the HSRP system was designed to enhance security, some users have reported issues like fading paint on embossed plates. Despite these concerns, the government insists on strict enforcement to ensure road safety and regulatory compliance.

With the September 30 deadline approaching, Hyderabad vehicle owners must book their HSRP installation online as soon as possible.

representational image of HYDRAA logo who has has begun drafting an action plan to safeguard encroached lakes in Hyderabad.

Hyderabad: The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) has initiated the process of drafting a comprehensive action plan aimed at safeguarding endangered and encroached lakes and other water bodies located within the Outer Ring Road (ORR) and Hyderabad Metropolitan Development Authority (HMDA) limits.

To take the initiative forward, HYDRAA has collaborated with the HMDA and the Greater Hyderabad Municipal Corporation (GHMC). The joint effort focuses not only on the removal of encroachments but also on the conservation of water bodies and the protection of government lands.

Officials stated that HYDRAA is now preparing long-term strategies to shield Hyderabad’s residents from potential disasters. As part of this initiative, notices have been issued to individuals and entities who have constructed structures within the buffer zones of lakes.

HMDA sanctions Rs 59 crore to HYDRAA for protection of 6 major lakes in Hyderabad

Further, the HMDA has sanctioned Rs 59 crore to HYDRAA for the protection and fencing of six major lakes located within Hyderabad. These include Batukamma Kunta in Amberpet, Bum-Rukn-ud-Daula in Shivrampally, Thammidi Kunta in Madhapur, Sunnam Cheruvu in Guttala Begumpet, Nalla Cheruvu in Kukatpally, and Nalla/Pedda Cheruvu in Uppal.

Officials have started identifying the Full Tank Level (FTL) areas of these lakes and are actively removing structures that fall within their boundaries.

According to HYDRAA, a total of 185 lakes have been identified across 650 sq km within GHMC limits. Initial efforts are underway to protect these lakes, especially focusing on clearing encroachments from feeder channels and ensuring proper demarcation of the FTL boundaries to avoid legal complications.

Authorities believe that the successful preservation of these lakes would significantly address the recurring problem of waterlogging across Hyderabad.

HMDA identifies 2,912 lakes in 7 districts

Currently, the HMDA jurisdiction spans 7,257 sq. km. Within this area, officials have preliminarily identified 2,912 lakes spread over 58,000 acres, located across seven districts: Hyderabad (26 lakes), Medchal-Malkajgiri (531), Ranga Reddy (865), Yadadri-Bhongir (238), Siddipet (282), Medak (483), and Sangareddy (487).

Out of these 2,912 lakes, only 962 have been officially notified so far. Officials emphasized the need to identify and map the Full Tank Levels of all the lakes. The identification process will rely on the Revenue Village Map and the Reserve Survey Settlement Register (RSR) as standard references.

Additionally, with the HMDA limits recently extended to include four more districts, its jurisdiction will now stretch up to the proposed Regional Ring Road (RRR). Under this expansion, HMDA will encompass 104 mandals and 1,355 villages across 11 districts, covering a total area of 10,472 sq km.

Telangana CM A Revanth Reddy

Hyderabad: Chief Minister A. Revanth Reddy said on Monday that the Telangana government’s welfare initiatives for Scheduled Castes, Scheduled Tribes, and minorities are deeply rooted in the ideology of Dr B. R. Ambedkar.

Paying rich tributes to Ambedkar on his birth anniversary, Revanth Reddy said the “people’s government” was implementing transformative welfare schemes guided by Ambedkar’s vision. These include key decisions such as enhancing quotas for backward classes and reclassifying Scheduled Castes.

The chief minister highlighted the government’s efforts to provide quality education through Ambedkar Knowledge Centres and Young India Residential Schools and to promote self-employment among marginalized communities through the Rajiv Yuva Shakti Scheme.

“Telangana has set a goal of becoming a pioneer in the upliftment of Dalits,” he said, adding, “Ambedkar’s relentless struggle for social justice and women’s empowerment continues to inspire the world.” Revanth Reddy credited Ambedkar’s Constitution for making the formation of Telangana possible, calling it a benchmark for public governance.

“Ambedkar envisioned the country’s future with great foresight. His ideals remain a guiding light for generations to come,” he urged people to work towards realizing his vision. Earlier, the Chief Minister garlanded Ambedkar’s statue at Tank Bund in the city’s hearty. Deputy chief minister Mallu Bhatti Vikramarka and ministers Ponnam Prabhakar and Damodar Raja Narasimha also paid homage to the architect of the Constitution. “Babasaheb’s life stands as a shining testament to the triumph of the human spirit over adversity. His legacy inspires us to build a just and inclusive society,” the Governor added, calling upon citizens to reaffirm their commitment to constitutional values and work together to restore the glory of the nation.

Telangana govt's claims regarding 2 L jobs fake: Harish Rao

Hyderabad: Bharat Rashtra Samithi (BRS) MLA T Harish Rao on Sunday, April 13, alleged that the Telangana government’s claims of creating two lakh jobs is a farce.

The Siddipet MLA criticised Congress’ claim of providing two lakh jobs annually as false, stating that while they claim to have filled 55,000 posts, fewer than 6,000 have been filled. Rao further accused the Congress government of misleading and cheating the unemployed youth by promising jobs and then abandoning them under the guise of false affection.

Addressing a gathering of BRS youth and student meeting on the occasion of the party’s silver jubilee, Rao questioned why Rahul Gandhi was brought to Ashok Nagar to make such promises, pointing out that while Congress leaders secured positions, the unemployed were left behind.

Telangana first state to implement SC categorisation, issues orders

$

Government Order

Hyderabad: The Telangana government on Monday, April 14, issued an order regarding the implementation of the subcategorisation of scheduled castes after the approval of the Supreme Court.

On March 18, the Telangana Assembly passed the Telangana Scheduled Castes (Rationalization of Reservations) Act 2025, and the Sub Categorization Act received the assent of the Telangana Governor on April 8.

The issuance of GO coincides with the birth anniversary of BR Ambedkar, architect of the Indian Constitution.

Basis for SC categorisation in Telangana

Telangana health minister Damodar Raja Narasimha said that the categorisation of Scheduled Castes (SC) was being carried out based on social backwardness and preferential treatment for SC communities that have remained disadvantaged for decades.

Speaking during the discussion on the Bill, he said that categorisation was not the ultimate solution but an instrument for the betterment of disadvantaged SC communities. “It needs financial assistance, education and skill development, house sites, and industrial policies in favour of SCs to eliminate socio-economic backwardness of the SC communities,” he said.

He stated that 1,78,914 SCs were being impacted by the categorisation, covering 24 SC communities that make up only 3.43 percent of the total SC population.

Reservation and the Supreme Court’s role

The categorisation was carried out in three groups:

  • First group: 15 socio-economically and educationally backward SC communities, comprising 1,71,625 people, given 1 percent reservation.
  • Second group: 18 communities, with a population of around 34 lakh, given 9 percent reservation.
  • Third group: 26 communities, with a population of 17 lakh, given 5 percent reservation.

Referring to the Supreme Court’s judgment on preferential treatment for the most backward sections, Narasimha said that although the 1.71 lakh people in the first group were supposed to get just 0.5 percent reservation based on their population proportion, the government allocated an additional 0.5 percent due to their ‘intensive backwardness’.

He also cited recommendations from the Lokur Committee (1965), the Justice Ramachandra Raju Commission (1998), the Usha Mehra Commission, and the Supreme Court judgment on August 1, 2024, which paved the way for SC categorisation in Telangana.

Within six months of the judgment, the Telangana government enacted the SC categorisation legislation after forming a cabinet sub-committee and appointing retired Justice Shameem Akhter to lead a one-man commission.

What is SC Categorisation Act?

The Act aims to rationalise the existing 15 percent reservation for Scheduled Castes by categorising 59 SC sub-castes into three groups based on inter-se backwardness. Group 1 comprises 15 of the most disadvantaged communities, constituting 3.288 percent of the SC population, and is allocated a 1 percent reservation.

Group 2 includes 18 moderately benefited communities, forming 62.74 percent of the SC population, and is allotted 9 percent reservation. Group 3 consists of 26 relatively better-off communities, making up 33.963 percent of the SC population, and receives 5 percent reservation.

The Shamim Akhtar Commission, appointed in October 2024 following the Supreme Court’s landmark judgment on August 1, was tasked with studying socio-economic indicators across SC sub-castes.

The Commission received over 8,600 representations and conducted a detailed analysis of population distribution, literacy levels, higher education admissions, employment trends, financial aid, and political participation. After initial submission, its tenure was extended by a month to address concerns raised by several communities, ensuring that every voice was heard before finalising the report.

Political debates regarding the act

Addressing concerns over caste reclassification, Narasimha cited the Budiga Janga caste, which was placed in the first group due to its low literacy rate and marginalisation, despite having a population of 1,11,000. He explained that having only two groups would create an imbalance, while four groups were deemed unnecessary by the commission.

CPI MLA Kunamneni Sambasiva Reddy raised concerns about the Rella community, previously in Category A, now placed in the third group, despite its work in scavenging and sanitation. He urged the government to reconsider its classification.

AIMIM MLA Majid Hussain suggested increasing SC reservations to 18 percent and introducing four categories instead of three.

Telangana civil supplies minister N Uttam Kumar Reddy, on Sunday, April 1,3 chaired the final meeting and reviewed the implementation guidelines based on the recommendations of the Justice Shamim Akhtar Commission and gave its final approval for issuing the government order (GO).

The cabinet sub-committee also rejected the commission’s recommendation to introduce a creamy layer within the SC category.

Uttam Kumar Reddy clarified that the government was committed to ensuring equitable benefits without excluding any sub-group based on economic criteria. He assured that no existing benefits would be diluted and that the categorisation was designed to enhance fairness while protecting the rights of all SC groups.

He also noted that the current 15 percent reservation for SCs is based on the 2011 Census, whereas the SC population in Telangana has since grown to approximately 17.5 percent. He stated that the Congress government would consider increasing the total reservation once data from the 2026 Census becomes available.
